Follow the below mentioned steps, to allow only registered clients to open ticket in WHMCS.

Step::1 Login to your WHMCS.

Step::2 Hover over the Setup section and then go to Support and click on Support Department.

Step::3 Now click on the Edit icon on the next page.

Step::4 In the Edit Department page tick on the Clients only option.

Step::5 Click on Save Changes.
